How your Board Functions

The Portals I & II Homeowner Association is governed by a volunteer Board of Directors consisting of seven members.  Members of the Board are elected for two-year terms by the general membership of the community at the Annual Meeting, which is held on the 2nd Saturday of October and may be appointed by the Board to fill any interim vacancy. 

The Board meets bi-monthly in Pine, usually on the second Saturday of the scheduled month or in emergency session when necessary. Property owners in The Portals are encouraged to attend and participate in meetings whenever possible. In addition, the Board holds closed Executive sessions immediately following the open sessions to discuss and resolve issues involving private concerns such as personnel matters, interpersonal homeowner disputes, or legal issues.

Mission Statement


The mission of the Board of Directors is to manage common areas, the tennis court, the two security gates, and the private roads in 
the community.  We also strive to assure that quality standards described in the CC&Rs, Property Rules, and Architectural Rules are maintained.   The major concerns and actions of the Board are:
 
  • Collection of an annual assessment from residents
  • Fiscally sound management of Association funds
  • Maintenance of the natural woodland qualities of the community
  • Fire safety
  • Maintenance of safe and attractive properties and dwellings
  • Fostering harmony and neighborliness among residents

A neighborhood watch program has been established to assist residents in achieving a better level of security for their properties and homes. A fire-wise program is also under development to promote improved fire safety for the community. 


Goals

The Board’s goals include any and all actions that will maintain the investment value of residents’ homes, and that ensure everyone can have an enjoyable, relaxing, and peaceful experience living in The Portals in harmony with and respect for the environment.
